Compliance - EVSE Registration
What is required to be compliant?
Your EVSE manufacture device has a valid type evaluation (CTEP/NTEP) and meets NIST HB 44 §3.40 requirements.
Register your Organization as a Service Agency with technician that register service agent to place chargers into service or contract True Charge that is a Register Service Agency with registered Service Agents (Testing Technician) to place and register your chargers into service for the public.
Service Agent (approved technician) will inspect their EVSE and file the Service Report with the correct county within 24 hours.
Operator are responsible for maintaining registration and paying annual county device fees (similar to gas pumps or commercial scales)
Do charger owners/operators have to register with a county?
Yes — All commercial measuring devices in California must be registered with the county sealer of weights & measures. That includes EVSE (EV chargers) when used for retail trade (i.e., charging the public and billing per kWh, per minute, or similar).
When a new charger is installed and “placed into service”, a Registered Service Agency (RSA) files a Service Report with the county within 24 hours. After that, the operator (site owner) is responsible for maintaining registration and paying annual county device registration fees (just like with gas pumps or scales).
